"Para Bolivia esta guerra [Guerra del Pacifico] fue causa de enormes perdidas: primero, fue despojada de un departamento que comprendía una extensión territorial de 158.000 kilómetros cuadrados ...; segundo, fue privada de gran parte de la población que al estar asentada y tener sus intereses quedo radicada allí..; tercero, la perdida de ingentes recursos naturales, especialmente yacimientos de salitre, plata y cobre. Finalmente, y lo mas importante, Bolivia quedo enclaustrada al perder sus 480 kilómetros de costa que incluían cuatro puertos mayores y siete caletas."

United States and the Bolivian Sea Coast

"Bolivia's maritime problem originated in the 19th century when Chile challenged the Bolivian possession of the "Litoral de Atacama", the seacoast province of the latter. Chile's actions became the major cause of the War of the Pacific (1879 - 1884). One result of the war was that Bolivia became a land-locked nation. Since the end of the war, Bolivia's primary objective has been the quest for an outlet to the sea."
